Senior Clerical Officer (General Administration Support)


The Leisure and Cultural Services Department (LCSD) is inviting applications for the position of Senior Clerical Officer (General Administration Support) under the Post-Retirement Service Contract (PRSC) Scheme.  Only retired civil servants or retiring civil servants on final leave meeting the entry requirements stipulated below are eligible for applying for the said PRSC position.  Resignees will not be considered.

Salary:
$54,805 per month or the last pay point of an appointed candidate before his/her retirement from the civil service, whichever is lower. 
(Note: Subject to the provisions prevailing at the time the offer of appointment is made.)

Entry Requirements:
Candidates should –
(1) be retired Senior Clerical Officers who have ceased work in the Government for not more than three years at the time of close of application or retiring Senior Clerical Officers who are on final leave at the time of close of application; and
(2) possess General Administration Support experience.
 
Candidates should have satisfactory performance and conduct in the recent three years of service.

(Note: The aggregate employment period under the PRSC Scheme should not exceed five years.)

Duties:
The appointee shall work in the General Administration Section and assist mainly in the following –
(a) reviewing the telephone system as well as other related telephone facilities in Leisure and Cultural Services Headquarters Building and taking appropriate follow-up actions;
(b) reviewing and updating documents in LCSD Corporate Information System for the General Administration Section;
(c) providing administrative support for the implementation of the Electronic Recordkeeping System project; and
(d) performing any other duties assigned by senior officers.

Terms of Appointment:
Successful candidates will be appointed on PRSC terms for a period of one year in general.  The appointee is required to work 5 days (44 hours gross) per week.  The actual contract period, duty day and working hours will be determined by the LCSD according to operational needs.

Fringe Benefits:
Annual leave, rest days, statutory holidays (or substituted holidays), maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance (Cap. 57).  Contract lasting for one year or more normally attracts gratuity.  A gratuity may be offered to the appointee upon satisfactory completion of the contract with a consistently satisfactory performance and conduct throughout the contract period.  Such gratuity payable will be the sum which, when added to the Department’s contribution to the Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance (Cap. 485), will be equal to 15% of the total basic salary drawn during the contract period.
 
Under the policy on prevention of double benefits, civil servants who are re-appointed to the Government during final leave period are not allowed to receive two sets of fringe benefits during the overlapping period, i.e. the period when the staff are on final leave and are employed as PRSC Senior Clerical Officers.  In this regard, if the candidate is still on final leave upon appointment to a PRSC Senior Clerical Officer position in LCSD, such appointment will not attract any gratuity or carry any form of fringe benefits (except for statutory compensation) for the overlapping period.
 
For pensioners taking up PRSC positions, the payment of their monthly pensions will be suspended under the pension legislation during the period of their PRSC employment, unless and until they have reached the applicable normal or prescribed retirement age specified in the relevant pension legislation.

How to Apply:
(1) The new version of application form for Government jobs G.F. 340 (Rev. 7/2023) has been in use with effect from 26 July 2023.  Candidates who apply for Government jobs advertised on or after 26 July 2023 should use the new G.F. 340 (Rev. 7/2023).  Application forms are obtainable from any Home Affairs Enquiry Centres of District Offices, Home Affairs Department or any Job Centres of the Employment Services Division, Labour Department.  The said form can also be downloaded from the Civil Service Bureau’s website (https://www.csb.gov.hk).  If candidates submit the old version form (G.F. 340 (Rev. 3/2013)), they will be required to fill in the new G.F. 340 (Rev. 7/2023) afresh and submit it within seven days upon request.  If candidates fail to submit the new G.F. 340 (Rev. 7/2023) within the stipulated deadline, their applications will not be processed further.
 
(2) Applicants are only required to fill in the following items on the application form – 
The title of job applied for; 
“Personal Particulars” including a declaration of conviction record in Section A
Postings in the past 10 years with the Government, including Non-Civil Service Contract/PRSC position(s), in the item of “Full Employment Record to date” in Section A;
“Whether a declaration was signed whilst in employment with the Government” in Section A;
“Any previous record(s) of disciplinary offence whilst in employment with the Government” in Section A; and 
All the undertakings in Section C.  
Applicants are not required to attach any documentary proof of academic qualifications or employment.
 
(3) Completed application forms should reach the enquiry address on or before the closing date.  Please specify on the envelope “Application for PRSC Senior Clerical Officer (General Administration Support)”.  For application submitted by post, the postmark date on the envelope will be regarded as the date of application. Please ensure that the correct address is clearly printed or written on the envelope and sufficient postage is affixed before posting so as to avoid unsuccessful delivery of application.  Any underpaid mail items will be returned to the sender or disposed of  by the Hongkong Post, where appropriate.  Applicants will bear any consequences arising from paying insufficient postage.  Applications which are incomplete, or late, or submitted by fax or email, or not duly signed, or not made in the prescribed form will not be considered. 
 
(4) Candidates who are selected for interview will normally receive an invitation in 2-3 weeks from the closing date for application.  Those who are not invited for interview may assume that their applications are unsuccessful.

General Notes:
(a) Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment unless specified otherwise.
